A 3-user Coordinated Crisis Management System
Since the outbreak of the Hammas-Israel War, Israel has experienced the largest evacuees crisis since its establishment. Still, more than three months after the 7th of October, it is unknown when more than half a million evacuees will be able to return home. This evacuee crisis is unique since many of them are experiencing the impact of more than one traumatic event, as many of them are still dealing with the loss of their family members, and some of them are still waiting for the return of children, parents, and grandparents abducted by Hamas.
Dr. Talia Schwartz-Tayri developed a 3-user crisis management system to deal with the four major challenges of the crisis: multi-site crisis (South, North, many evacuation centers and locations), multiple uncoordinated rescues, psychosocial, and education service providers, local authorities currently lack a secure data information system for coordinating assistance to evacuees, and many evacuees experience multi-faced trauma and grief processes.
The initial funding for app development was provided by the Jewish Federation of Montreal.
Resilience Wraparound System:

is a unified system for the management of crisis interventions at the personal, familial, local, and national level. The system is designed as an easy-to-use app and coordinates the evacuees, assisting the emergency force and facilitating communication with the primary local authority.

is based on best practices in the field of psychosocial interventions for at-risk populations, psychological first aid for trauma survivors, and crisis management, and includes three types of users: the evacuee, first responders, and professionals operating in the evacuation centers and heads of the local authorities.

establishes real-time coordination between field professionals and their counterparts in the authority and instantly identifies genuine needs, signaling aid agencies both in the field and within the authority to construct a comprehensive assistance package encompassing education, health, welfare, and housing for individuals, families, and communities.
The Resilience Wraparound System enables the acquisition of a dependable snapshot of each local authority's situation, facilitating the strategic planning of long-term rehabilitation efforts for affected communities. This segment of the system architecture incorporates an advanced AI system based on NLP, ensuring that daily feedback from evacuees is easily accessible to the local authority.
In the final phase of our project and upon proper findings, we endeavor to harness cutting-edge machine learning algorithms to forecast a diverse array of outcomes pertinent to evacuees and households. This endeavour includes the implementation of a sophisticated decision support system both for frontline service providers and for the heads of the education and social services department, mirroring the innovative methodologies deployed across our esteemed labs's research and development endeavors.
